CPA CONTRACT LIFTING

At Bryn Thomas Cranes we work to the terms and conditions of the CPA (Construction Plant Hire Association) and in accordance with BS7121 (“The Safe Use of Cranes”). Under the CPA Standard Terms and Conditions for a Contract for the Lifting and Movement of Goods Involving Crane Operation, the safe operation of the crane and the safety and welfare of its operator are the crane owner’s responsibility.

It is up to the crane owner to provide the following:

  • Carry out all work in accordance with BS 7121 and LOLER regulations.
  • Provide a competent Appointed Person* who has the knowledge, experience and
    understanding of all aspects of the lifting operation.
  • Provide a qualified and competent Slinger/Signaller.*
  • Plan the lift and operate a safe system of work.
  • Provide all Method Statements and Risk Assessments.
  • Ensure that the crane supplied is of a suitable type and capacity.
  • Provide a crane that is properly maintained, tested and certificated.
  • Provide a competent* operator.

In addition, the following insurance cover will be provided:

Loss of, or damage to BTC plant or to other property caused solely by BTC negligence.

A maximum liability of £25,000 in respect of the value of goods lifted. (Additional goods lifted cover is available and can be arranged as an extra). Please discuss this with a BTC depot manager or email info@brynthomascranes.com for details.

A maximum liability of £2,000,000 in respect of loss or damage to other property and injury to other persons.

*as defined by CPA Model Conditions for the Hiring of Plant.

 

Some important notes regarding CPA Contract Lifts

Under CPA Contract Lift conditions, the customer remains responsible for providing accurate information relating to both the items to be lifted and to the ground conditions and ensuring safe access and egress of the site.

The customer must have public liability insurance.

It is important to note that a CPA Crane Hire contract only becomes a CPA Contract Lift Hire contract when the crane owner supplies the Appointed Person and, hence, accepts responsibility for all aspects of the lift.

At Bryn Thomas Cranes we employ highly experienced CPCS Appointed Persons. These Appointed Persons assist our customers, to plan and execute a successful lifting operation with maximum safety. Our Appointed Person will:

  • Help select the crane that’s right for the type of lifting operation the project requires.
  • Plan and oversee the organisation of the entire lifting operation.
  • Ensure that all personnel such as crane supervisors, crane drivers, slinger/signallers, traffic management clerks, involved in the contract lift are briefed and able to work together in sequence in order to provide the right result at the right time, and at the right cost.
  • Check all the supplied documentation required by the contract hire or CPA lift is supplied and completed as per requirements.

CPA Hire

The customer must:

  • Provide a qualified and competent Appointed Person who has the knowledge, experience and understanding of all aspects of the lifting operation.
  • Provide a qualified and competent Slinger/Signaller and Crane Supervisor.
  • Plan the lift and operate a safe system of work.
  • Provide all Method Statements and Risk Assessments.
    Ensure that the crane hired is of a suitable type and capacity.
  • Check the credentials of the crane hire company and certification supplied.
  • Carry out all work in accordance with BS 7121 and LOLER Regulations.

In addition, under standard CPA terms, the customer must provide the following insurance cover:

  • Loss of, or damage to, our plant whilst on site.
  • Loss of, or damage to, the goods being lifted.
    Continuing hire charges whilst the plant is ‘off the road’ for repairs following damage.
  • Public liability, injury to operator, injury to other parties, including their property, arising from the crane operations.

The crane owner has a duty to:

  • Provide a crane that is properly maintained, tested and certificated.
  • Provide a qualified and competent Crane Operator.

CPA Contract Lifting FAQs

A Construction Plant Hire Association (CPA) contract lift is an alternative to standard crane hire.

Whilst the customer still hires a crane and qualified operator, the crane hire company adopts the majority of the associated risks and responsibilities.

They will ensure that every aspect is executed safely and efficiently – from choosing a suitable crane for the job to designating an appointed person, supervising the lift, and arranging signalling and slinging duties.

The crane company will also insure the goods being lifted against loss or damage and be liable for loss or damage to the crane and associated equipment.
